Alternative Payment Program (CAPP)

Helps pay for child care services for parents who are employed, attending school or job training, engaged in other approved activities, and meet State income guidelines. Alternative Payment makes payment directly to child care providers.

Enrollment into Alternative Payment Program (CAPP) is contingent on available funding and income ranking per the State’s guidelines.  To complete an application, please click on the link below:

Completing an application does not guarantee enrollment into the Alternative Payment Program (CAPP).

Need Criteria for Alternative Payment (CAPP):

Participant(s) must meet one of the following:

  • Employed/Self-Employed;
  • Seeking Employment
  • Participating in Vocational Training leading directly to a recognized trade or profession;
  • Incapacitated;
  • Seeking permanent housing;
  • Have a child under Child Protective Services (CPS)


Eligibility:

  • Must be within the 85% State Median Income ceiling 
  • Have a child(ren) under the age of 13 years old**

CalWORKs Stage 1: The First Stage of CalWORKs Child Care Service

Eligibility:

  • CalWORKs cash aid recipient
  • Must have an intent to participate with Gain
  • Have Child(ren) under the age of 13 years old**
 
**If a child is between the age of 13-21 and has a special need and IEP, the child may be eligible for child care
 

CalWORKs Stage 2 (C2AP): The Second Stage of CalWORKs Child Care Services

Eligibility

  • CalWORKs cash aide recipient; or
  • Former CalWORKs aid recipient who received CalWORKs (cash aid) within the last 24 months;
  • Have a child(ren) under the age of 13 years old**


*Note: The Family remains eligible for up to 24 months after the adult is no longer receiving cash aid or eligible to receive CalWORKs assistance. The twenty-four (24) month period applies to both Stage 1 and Stage 2.

**If a child is between the age of 13-21 and has a special need and IEP, the child may be eligible for child care

CalWORKs Stage 3 (C3AP):

Eligibility

  • Stage 3 child cares begins after a CalWORKs family receiving Stage 1 or Stage 2 child care services has fully utilized the family’s twenty four (24) months of eligibility in Stage 1 or Stage 2.
  • Stage 3 child care services follow the date the adult stopped receiving cash aid assistance.

 

We do not enroll into Stage 3 – we only transfer an active participant from Stage 1 or Stage 2.

Participant(s) must meet one of the following:

  • Employed/Self-Employed
  • Seeking Employment
  • Participating in Vocational Training
  • Participating in an Educational Program
  • Incapacitated
  • Seeking Permanent Housing
  • Have a child under Child Protective Services (CPS)
  • Have a child that is At Risk
