Families across California are feeling the effects of shifting national immigration policies. For young children in immigrant families—particularly those from marginalized communities—uncertainty about immigration enforcement can create barriers to accessing early care and education (ECE), affecting their safety, development, and well-being.
California has taken action to protect these children. AB 495 requires certain early care and education providers to adopt and enforce policies that protect the rights and safety of children in immigrant families. In response, the California Attorney General released Promoting Safe Early Childhood Education for All on April 1, 2026, providing guidance and model policies to help ECE providers understand and comply with AB 495.
